-----RECRUITMENT OR RELOCATION INCENTIVES MAY APPLY FOR HIGHLY QUALIFIED CANDIDATE----- The Physician - Psychiatrist is assigned to the Dubuque Community Based Outpatient Clinic and is directly responsible to the Mental Health Service Line Director. The Psychiatrist needs to function as an independent provider for clinical psychiatric services being able to perform evaluations and manage a broad range of patients referred for psychiatric consultation. Common duties of the position include, but are not limited to the following: Obtain an appropriate health history and physical examination on patients who present to the Outpatient Psychiatry, and other assigned clinical areas as appropriate. Interpret the history and clinical findings, order laboratory tests, radiographic studies, ancillary tests and requested consultations within the context of the psychiatric illness and to further evaluate the patient and arrive at a differential diagnosis and treatment plan. Perform patient care functions including staff physician responsibilities in the Outpatient Psychiatry, Inpatient Psychiatry, Urgent Care, and other assigned clinical areas as appropriate. Supervise the physician assistants, Nurse Practitioners, Psychiatry Fellows, Psychiatry Residents and Medical Students in the various mental health settings. Interact and coordinate the clinical activities and needs of the assigned Mental Health clinics with the psychiatric physician assistants, case manager, and chemotherapy infusion nurses. Consult, refer and collaborate with other disciplines. Maintain appropriate and timely documentation in the medical record of clinical services performed to include the completion of clinical reminders and alerts. Provide education and counseling for patients regarding mental health conditions and the prescribed treatment plans and the planned medication coordination with the health care team. Develop training and education materials for trainees and clinical staff in psychiatry or other designated clinical areas. Evaluate the health needs of the population referred for management of mental health diseases and develop strategies to optimally care for this population within the resource limitations that exist. Develop clinical research interests related mental health diseases as appropriate. Assist the Director, Mental Health Service Line in the administrative duties of the Mental Health Service Line including tasks with participation on committees, quality assurance and management of clinics as needed. The psychiatry physician will participate in appropriate record keeping responsibilities related to the VA database. Sensitive medical information "electronic, written or oral" will not be discussed with anyone "unless a patient signs a release of information" or at the direction of the VA Medical Center Director, and only with VA employees who have a "clear need to know basis." This includes protection of information from loss, alteration, unauthorized deletion and unauthorized access. The psychiatry physician will participate in an annual, structured proficiency review. This review will include the following: overall assessment of clinical proficiency and the physician's scope of practice, results in departmental/service monitoring and evaluation of drug utilization, medical record review and any other objective quality improvement data that is available. The Director, Mental Health Service Line or designee will complete the review. The Chief of Staff will concur with the review. The Director, Mental Health Service Line or Designee may request suspension of a specific duty or privilege originally accredited by the Clinical Executive Board (CEB). Permanent change will be coordinated with the Director, Mental Health Service Line, Chief of Staff, and CEB. Additional Clinical duties as delegated. Work Schedule: Monday - Friday, 8:00am - 4:30pm. Financial Disclosure Report: Not required This position is eligible for the Education Debt Reduction Program (EDRP), a student loan reimbursement program. To participate in the program, you must meet specific individual eligibility requirements in accordance with VHA Policy 1021 and submit your application within four months of appointment. The final award amount (up to $200,000) and eligibility period (one to five years) is determined by the VHA Education Loan Repayment Services office.
